Recent sentences announced by U.S. Attorney’s Office for District of Wyoming

Several individuals were recently sentenced in the U.S. District Court for the District of Wyoming for offenses ranging from sex offender registration violations to firearm possession, drug trafficking, and illegal re-entry into the United States.

Grant Allen Fletcher, 47, of Arapahoe, Wyoming, received three years’ probation for failing to register as a sex offender. According to court documents, Fletcher was previously sentenced to four years’ probation in November 2002 for aggravated sexual abuse. He is classified as a Tier III sex offender under the Sex Offender Registration and Notification Act (SORNA), requiring lifetime registration and updates every 90 days in person. Fletcher last updated his registration with Wind River SORNA on September 3, 2024, but did not complete his required update by December 2. He was indicted on March 20 and pleaded guilty on October 2. The U.S. Marshal Service investigated the case, which was prosecuted by Assistant U.S. Attorney Timothy W. Gist. U.S. District Court Judge Alan B. Johnson imposed the sentence on December 19 in Cheyenne.

Michael Brockmeier, 41, of Casper, Wyoming, was sentenced to two years in prison followed by three years of supervised release for being a felon in possession of a firearm. On May 3, Casper Police responded to reports that Brockmeier had fired several shots during a family dispute while his significant other attempted to leave with two children present. As a convicted felon, he is prohibited from possessing firearms. The Bureau of Alcohol, Tobacco, Firearms and Explosives and Casper Police Department investigated; Assistant U.S. Attorney Paige Hammer prosecuted the case before U.S. District Court Judge Scott W. Skavdahl.

Gerald Edward White, 60, of Medicine Bow, Wyoming, received a sentence of just over four years in prison and three years’ supervised release for possession with intent to distribute methamphetamine after law enforcement seized approximately 1.5 pounds of methamphetamine during a traffic stop on February 3. The investigation involved the Wyoming Division of Criminal Investigation and Albany County Sheriff’s Office; prosecution was handled by Assistant U.S. Attorneys Margaret Vierbuchen and Z. Seth Griswold before Chief U.S. District Court Judge Kelly H. Rankin.

Two individuals were sentenced for illegal re-entry into the United States after previous deportations:

Rigoberto Martinez-Ramos, 30, of Chihuahua, Mexico was encountered by Casper Police responding to a disturbance call on September 28; Immigration and Customs Enforcement (ICE) determined he had not applied for permission to reenter following removal in February 2015.

Juan Chilel-Lopez, 34, of San Marcos, Guatemala was stopped by Cheyenne Police on October 5; ICE found he had not sought permission after removal in 2012.

Both men were sentenced to time served plus up to ten days pending deportation proceedings; both cases were prosecuted by Assistant U.S. Attorney Cameron J. Cook.
